Mozambique Work Visa Process

The Work Visa process is specific to each company and foreign national, depending on role requirements and employer compliance. Employers are expected to make reasonable efforts to promote the integration and development of qualified Mozambican nationals within their workforce.

What is the Quota allocation process?

The quota regime is designed to prioritise local employment by limiting the number of foreign nationals to a fixed percentage of the total local workforce. This is how the quota system works:

5%

for companies with more than 100 employees

8%

for companies with more than 31 and up to 100 employees

10%

for companies with more than 11 and up to 30 employees

15%

for companies with up to 10 employees

Application In Quota

The hiring of the foreign national is communicated by the Mozambiquan company to the Directorate of Labour in the Province where the work will be carried out. The authorisation is issued in line with the contract of employment or up to 2 years.

Application Out of Quota

If the Mozambiquan company has reached its quota, it may apply for an authorisation to contract a foreign national; in this case, however, admission is at the discretion of the Minister of Labour. The authorisation is issued in line with the contract of employment or up to 2 years.

Foreign Qualifications and Professional Body Membership

The admission of a foreign national generally requires relevant academic and professional qualifications, except where the individual is appointed to a representative or senior management role.

For qualifications obtained outside Mozambique, a Certificate of Equivalence issued by the Ministry of Education is required.

In addition, applicants may be required to provide proof of registration with the appropriate recognised professional body, council, or regulatory authority within Mozambique, depending on the industry in which they will be employed.

Types of Permits

Short term work permit

Short-term work is intended for the employment of foreign nationals on an occasional, unpredictable, or temporary basis. The permitted duration is limited to:

180DAYS

Up to 180 days per year (consecutive or non-consecutive) for the mining, oil, and gas sectors

120DAYS

Up to 120 days per year (consecutive or non-consecutive) for all other sectors

01.

Application for Work Authorisation from the Ministry of Labour.

02.

Application for a Work Visa from local Embassy/ Consulate General.

03.

Upon arrival, an extension of the Work Visa at the immigration office in the province where work will be conducted.

Long term work permit

The long term work permit process will be determined by the Quota requirements; however, remains a 3-step process.

01.

Notification of employment Directorate of Labour (In Quota); OR Application for Work Authorisation from the Ministry of Labour (Out of Quota)

02.

Application for a Work Visa from local Embassy/ Consulate General.

03.

Upon arrival, an extension of the Work Visa at the immigration office in the province where work will be conducted.
