MEET THE SPEAKERS

DM Ashor Sarupen
Deputy Minister of Finance

Deputy Minister of Finance, Ashor Sarupen, entered the political arena in 2006 at the age of 17 in his hometown of Springs when he joined the Democratic Alliance and later joined the Gauteng Legislature caucus team as a research analyst.

He was elected to the Ekurhuleni Metropolitan Council in 2011 and served as the Chief Whip of the Official Opposition in the Council at the age of 22. He served on the council Rules, Ethics and Public Accounts committees. He then served as a Member of the Gauteng Legislature between 2014 and 2019, representing the DA on the Finance, Economic Development, Social Development and Education committees.

Since 2019, Ashor has served as a Member of Parliament and was the DA’s Shadow Minister on the Appropriations Committee until his appointment as Deputy Minister of Finance in July 2024. Within the Democratic Alliance, he serves as the first deputy chairperson of the DA’s Federal Council. Ashor Sarupen attended Wits University where he completed his Bachelor of Science. He subsequently acquired a BSC Honours (Wits), MBA (Wits) and an MPhil in Corporate Strategy at GIBS as well as MPhil in International Business at GIBS.

Mr. Khulekani Mathe
Chief Executive Officer Designate of Business Unity South Africa

Mr. Khulekani  Mathe is the Chief Executive Officer Designate of Business Unity South Africa (BUSA). He joined BUSA in February 2023, and prior to that, he held the position of head of financial inclusion at the Banking Association South Africa. In this role, his responsibilities included driving transformation in the banking industry, fostering small business development, and promoting financial education.
Mathe is an experienced professional in policy development and has held various positions in the public service. He has served in the Presidency, the National Planning Commission Secretariat, and the Department of Planning, Monitoring, and Evaluation.

Director of Corporate Accounts at the Department of Home Affairs

Mr Mbhele’s directorate is responsible for the adjudication and issuance of temporary residence visas for corporates as well as the drafting and publishing of the Critical Skills List in consultation with the Department of Higher Education and Training, the Department of Labour, and relevant stakeholders. 

Ms. Tanya Tosen
Master Mobility, Tax and Remuneration Specialist

Tanya Tosen’s experience spans over the mobility, HRIS, payroll, tax, and benefits spheres.

She holds a B-com Financial Accounting degree, a Computer Science diploma as well as an Advanced Certification in Tax from the University of Pretoria.

Ms. Marisa Jacobs
Managing Director at XPATWEB

Marisa Jacobs is the Managing Director at Xpatweb, the premium work permit practice in South Africa. Recognised as an industry specialist in all work visa categories, Marisa’s Critical Skills Survey was instrumental in validating the 2021 Critical Skills List. She serves on BUSA and NEDLAC and actively oversees the practice on a day-to-day basis. With extensive experience in expatriate management, Marisa’s expertise extends beyond work visas. She pioneered the development of the Immigration Tracker, now widely adopted by South Africa’s largest expatriate employers. Marisa’s solution-based methodologies include managing confidential payrolls for various expatriate groups, navigating SARS tax directives and rulings, securing Reserve Bank clearances for expatriates, and providing optimal banking solutions. Her profound passion for work visa matters is evident through her daily interactions with senior immigration officials and executives worldwide.

Prof Keith Engel
President of South African Institute of Taxation (SAIT)

 

 

Keith Engel is the Chief Executive Officer for the South African Institute of Taxation. As part of his core duties managing the Institute, he is heavily engaged in tax at a policy, legislative and interpretative level (e.g. with National Treasury, Parliament, SARS, the Davis Tax Committee and the private sector). His role also includes presentations and participation in a wide range of South African tax and regional African tax issues for technical audiences and is repeatedly engaging with the media. Outside of the Institute, he regularly teaches at the Wits University as an adjunct professor and provides lectures at other universities. Keith is well known for his leading roles in the formulation of tax legislation at the National Treasury from 2000 to 2013.
